After the water flows through Tank C, it will head toward Tank J. Now look at the pipes connected to Tank J; compared to Tank I, Tank L will be filled before Tank I. Since the pipe of Tank H is blocked, the water flowing down from Tank L can only flow into Tank F. Tank F will fill up first.
